HWRA ANNUAL GENERAL MEETING

The Annual General Meeting was held on Thursday 22 March 2012
 The Agenda for the meeting included:
• Approve the Minutes of the previous AGM
• Receive the accounts of the Association for the previous financial year
• Reappoint the Honorary Auditor
• Receive reports from the Chairman and councillors of the Association on relevant activities since the
previous AGM
• Elect the Officers
• Consider suggestions to mark the 80th anniversary of HWRA
• Vote on any Resolution put before the Meeting
• Members’ questions and comments.


Proceedings began with a meeting of the Police Panel.

FORMER COUNCILLOR PETER HIGHLEY

We regret to announce the death on 13 January 2012 of  Peter Highley, who served as a ward councillor for Hinchley Wood from 1992 -2000. Peter was a great inspiration to us all and he will be sadly missed.

SECONDARY SCHOOL ALL-WEATHER SPORTS PITCH WITH FLOODLIGHTING

'Save Hinchley Wood' Newsletter 53 gives details of the Elmbridge Borough Council East Area Planning Sub-Committee meeting on Monday 30th January at which the school's planning application for installation of an all-weather sports pitch with floodlighting was refused.

TEMPORARY CLOSURE OF RANDALLS LANE LEATHERHEAD WASTE AND RECYCLING CENTRE

Improvements to Leatherhead community recycling centre and waste transfer station are due to begin in January 2012,and the site will be closed to the public from 9 January for approximately eight months while construction takes place. Alternative community recycling centres are at Blenheim Road, Epsom, KT19 9DL and Ranmore Road, Dorking, RH4 1TL. Both sites are around seven miles away from the Leatherhead facility.

HINCHLEY WOOD POLICE PANEL & COMMUNITY SAFETY

At the Police Panel meeting on 22nd March, PC Katie Kennedy introduced PC Sharon Taylor, who had recently joined the neighbourhood team, having previously done a spell in the CID at Staines.

She reported that there were 40 recorded crimes in the last quarter, about the same as the same period last year and down from the pre-Christmas total of 50.

These included 6 burglaries including one from a shed and one where the residents were at home.  The previous Wednesday there had been a renewed instance of offenders on a motor bike attempting to carry out a burglary in the area.  An unusual amount of violence was shown in smashing through a door to gain entry.  Residents were advised to report anything suspicious to the police to enable these offenders to be apprehended as soon as possible.

Some concern was expressed by residents about lack of feedback from CID about the progress of investigations and whether the team might do more to contact occupiers of neighbouring properties where offences had taken place.  PC Kennedy commented that there was a balance to be struck between keeping the community informed and knocking on people’s doors when they did not want to be disturbed.
In relation to the policing priorities PC Kennedy reported that the team had carried out speed checks on Manor Road and issued several notices and warnings, and advised motorists stopping irresponsibly around the primary school.  However because of the speed of traffic they were not able to operate on the by pass as this would be a job for specialist traffic officers.

A number of residents expressed concern about speeding on the bypass and the regular jumping of the lights at the Manor Road junction.  PC Kennedy undertook to look further into these issues and bring in the specialist traffic unit if needed.

The police team hold ‘meet the beat’ events on the first and last Tuesday of each month at Georgie’s coffee bar.

The meeting thanked the police team for the excellent support they provide to the community.

The policing priority will remain traffic and speeding.

Surrey Police 'Beat the Burglar' campaign

Surrey Police in partnership with Eagle Radio have launched a campaign aimed at helping the county’s homeowners avoid becoming victims of burglary during the winter months.

The county sees around a 33% increase in domestic burglaries between the months of October and December after the clocks have gone back and the evenings get darker.

The campaign, titled "Burglars take more than you think - Don’t make it easy for them", includes a short film and radio adverts urging the public to protect their homes and possessions and not to make life easy for burglars.

The Elmbridge Community Safety Partnership reports that between 1 April 2011 and 31 December 2011 vehicle crime in Elmbridge was down by 82 offences compared to the similar period the year before. However it is reissuing its warning given out four months ago about the theft of tools and equipment from trade vehicles.

The thefts are mostly taking place during daytime hours whilst workers are busy within the properties.

Peter Kipps the Elmbridge Community Safety Partnership Manager, said “Whilst we have seen a small dip in thefts from vehicles over the last 9 months which is pleasing there are still some worrying trends which we need to address and one of these is the theft from trade vehicles. We have been promoting the security marking of residents homes using a forensic marking product which has had good results so we have managed to purchase a supply of SelectaDNA products adapted for use by vehicle owners to mark their tools and equipment and add signage to the vehicle in an effort to deter thieves”.

If any owners or drivers of trade vehicles would like to trial the products the kits are available from the Community Safety Team at Elmbridge Borough Council, Civic Centre, High Street, Esher and can be contacted on 01372 474399 . The normal retail price of a kit is £49.99 but we have a small supply available as a trial at a cost of £25. Each kit has enough selectaDNA fluid and identification labels for 50 items of property.

Anyone with information about criminal activity who does not want to go to the police can call Crimestoppers twenty four hours a day, seven days a week to pass on what they know anonymously on 0800 555 111.

The Community Safety Partnership encourages residents and business to work together with the police and the other statutory agencies to reduce the levels of crime and anti social behaviour. There are many ways this can be achieved, by taking sensible precautions and above all by letting the authorities know what is happening, when, where and by whom - the simple message is 'See it, Report it, Don't ignore it'.

The Hinchley Wood police panel meets regularly (normally in conjunction with an HWRA road representatives meeting) and attendance is open to all residents. It's your opportunity to meet the local police team and have your say about policing priorities in the local area. Discussion at the panel really does make a difference to local police activity, so it's well worth coming along if you can.

ELMBRIDGE RESIDENTS PANEL

The Residents' Panel is made up of local residents and who are asked for their views on the Council's services two or three times a year. This could be about anything the Council is working on e.g. council priorities, budget, recycling, crime.  It is part of the Council's drive to make it easier for residents to 'Have Your Say'.

In particular the Council are trying to promote an online panel as this means they can consult residents in an extremely cost effective and environmentally friendly way.
